There are some general category files, such as "Manpower and Immigration"; but there are also very specific files under manpower and immigration dealing with an individual, i.e. a case file. Other issues - assistance to constituents who had difficulties with Revenue Canada and Veterans' Affairs.
These files properly belong in Series I or II. They were water-damaged and thus had to be sent away for preservation treatment. By the time they were returned, the organization of the fonds was almost completed; hence the need to append them to this run of "discrete" units as an independent sub-series.Source:Private -
