Cette sous-sous-série contient 6252 notes de breffage émanant du Bureau du Conseil privé et adressées soit aux deux premiers directeurs de cabinet du premier ministre, Jean Pelletier et Percy Downe, soit au premier ministre du Canada lui-même. Ces dernières ont été émises quotidiennement, ou presque, entre le 28 octobre 1993 et le 31 décembre 1999.
Ces notes de breffage permettent de mesurer l'ampleur du rôle majeur endossé par le Bureau du Conseil privé, rôle qui consiste non seulement à informer, mais également à conseiller le premier ministre et le Cabinet, à coordonner les initiatives stratégiques et analyser les politiques, et à fournir des avis éclairés et documentés sur l'appareil étatique canadien. Elles permettent également d'avoir une vision chronologique d'ensemble des dossiers ayant marqués les deux premiers mandats de Jean Chrétien, ainsi que de saisir l'analyse qui en a été faite d'un point de vue gouvernemental interne.
L'éventail des sujets abordés est vaste et correspond, dans l'ensemble, à des thématiques générales liées à l'un des principaux secrétariats du Bureau du Conseil privé : conseiller juridique auprès du greffier, affaires intergouvernementales, politiques du développement social, politiques du développement économique régional, opérations, priorités et planification, communications, politiques macroéconomiques, appareil gouvernemental, législation et planification gouvernementale, politique étrangère et défense, sécurité et renseignement, bureau de l'évaluation internationale, services ministériels.

En effet, ces derniers embrassent la coordination du programme gouvernemental et les problématiques relevant de la structure et du fonctionnement de l'ensemble de l'appareil d'État, notamment du Cabinet du premier ministre et des relations interministérielles.
