The beef industry was in trouble, and had expressed grave concerns to government re: beef policy - hence the questionnaire. The questionnaire was mailed 10 November - hence the dating of all the files in this sub-series as of "10 November", even though responses came in unevenly over several weeks following the mailing.
The sub-series was retained for a number of reasons. First, it reflect's Whelan' "everyman" approach, as he addressed all recipients as "Dear Fellow Farmer". Second, it reflects his populist approach to farming issues - get the feedback straight from the horses's mouth, so to speak; direct going to the source, which was always his hallmark. Third, it reflects Liberal Party concern to get things right with the farming constituency, especially in the West. Finally, and most significantly, each questionnaire return is accompanied by a cursive letter, in which farmers and beef producers give direct evidence of their difficulties and travails, and comment, often poignantly and in detail, on farming and meat-producing in Canada. It is a rich lode of socio-economic and political commentary, this voice of this cross-Canada constituency speaking on its own.Source:Private -
