ACCESSIONING IN PROGRESS 2024 -- WILL BE UPDATED
Accession consists of Special Assessment Work Requests files created and/or maintained by the Canadian Nuclear Safety Commission (CNSC) and/or its precursor, the Atomic Energy Control Board (AECB). The files are arranged according to the creator's filing system (Series 26- Reactors).
The files in this accession were selected from among a group of many Special Assessment Work Requests files because the files document: overall CNSC approaches to regulation; safety assessments or final reports pertaining to multiple reactors or reactor designs in development (e.g., all CANDU reactors); criticality safety analyses of transportation containers; or CNSC's approaches to regulation in practice (i.e., as exemplars). Generally speaking, Special Assessment Work Requests pertaining to a single specific operational reactor or site were not selected.
The files in this accession may consist of material bound only in a white file jacket, or may consist of material in both a white file jacket and a "black binder" in an accompanying pocket. The white file jacket typically included the task output printout (including a summary conclusion) from the internal Job Management System and, in some cases, a draft letter to be sent to regulated entity. The "black binders" [acco-press duotangs] were intended to compile task-related documents sufficient to support the final recommendations, so that a "similarly knowledgeable person [might] understand why specific decisions were made as a result of a particular work," in instances in which this was not self-evident from the finalized assessment document itself. The majority of the technical assessments in this accession is by Safety Evaluation Division staff of the CNSC or its precursor, the AECB.
Abbreviations used in the file titles and the files themselves include:
GAI = generic action item [unresolved safety-related issues, applicable to multiple CANDU reactors; these are issues singled out by staff as requiring corrective actions];
JMS = Job Management System [internal work assignment and tracking system -- technically to be used when there was a need for formal, documented, regulatory position on an issue, nevertheless typically used for medium-sized jobs requiring more than a half-day of work, but that were not so large to be managed separately];
LLOCA = large [break] loss-of-coolant accident
