This series documents the public addresses made by Allan Rock as Minister of Justice and Attorney General of Canada between 1993 and 1997, as Minister of Health between 1997 and 2002, and as Minister of Industry between 2002 and 2003.

The series contains documents created and managed by the Minister's Office speech writing unit throughout the ministerial career of Allan Rock. The records have been arranged by the Minister's staff in chronological order from 1993 to 2003. Each folder in that series is related to a specific event where Allan Rock gave a speech.

Each speech was written by the Minister's staff prior to the event. Most of the time, the staff did several versions of a speech. Research was also conducted as part of the writing process for some speeches, and reference material can be found with the speeches in this series. Once the speech was written, Allan Rock reviewed the content and made some personal changes on it. Handwritten notes from Allan Rock are present on most of the speeches.

The title of the folders in this series has been preserved. In some occasions, additional information has been added to the title to offer more context on the event where Allan Rock gave a speech.

Records consist of, but are not limited to, speeches, drafts, transcripts, press releases, correspondence, briefing notes, reference material, news clippings and memorandum. Other records relating to this ministerial portfolio can be found in other series, such as the Minister of Justice, the Minister of Health, the Minister of Industry, Minister's Scheduling, Photographs and Recordings.

Arrangement note:

The speeches were managed by different ministerial offices over Allan Rock's political career. For this reason, the general arrangement of the speeches intended by the minister's staff was chronological, but the boxes received by the archivist contained many discrepancies regarding this chronological order. In accordance with the donor's original intent, the archivist rearranged the speeches in chronological order from May 1993 to December 2003 for research purposes.
