This file consists of 5 digital carriers put in a folded envelope, which itself was put in a bigger envelope which was sealed and addressed to Howard Anglin. The digital carriers contained archived email messages compiled as a result of a 2013 civil claim brought by Providence Health Care patients in British Columbia after heroin products were blocked from being made accessible through Health Canada's special access program.
