The closing news conference of the meeting of the Council of the Federation in Banff, Alberta. The Council is composed of the Premiers of all ten provinces and three territories, and they had met to discuss issues of importance to all Canadians. Alberta Premier Ralph Klein, Chair of the Council, summarizes the day's proceedings. Key initiatives were developed in the areas of skills training and post-secondary education, pharmaceuticals, prevention and treatment of drug addiction, and fiscal imbalance. In skills training and post-secondary education, the Premiers will direct the provincial and territorial advanced education and labour market ministers to meet with provincial and territorial finance ministers in early October to discuss funding issues related to this area. Following that, Premiers Dalton McGuinty (Ontario) and Jean Charest (Quebec) will convene a summit on post-secondary education and skills training, to engage with stakeholders including students, universities, colleges, provinces, and territories. They will then invite Prime Minister Paul Martin to meet with them in November to agree on a Canada-wide education and training strategy. In the area of national pharmaceutical strategy and expensive drugs for rare diseases, the Premiers call on PM Martin to fulfil the commitment made by former PM Jean Chrétien to address the need for a catastrophic drug program. In the area of drug addiction, particularly the use of crystal meth, the Council of the Federation will develop a national awareness campaign aimed at young people and parents, and will sponsor a national conference in Saskatchewan to share information on the best educational and clinical practices for prevention and treatment of addiction. For fiscal imbalance, the Council had previously established an advisory panel to independently review the situation and make recommendations for long-term improvements. Other issues discussed include domestic trade flows, BSE, green economy, and environmental assessment processes. The Premiers take questions from the media, and after the news conference ends there is coverage of Finance Minister Ralph Goodale and Intergovernmental Affairs Minister Lucienne Robillard in Ottawa, giving their preliminary reactions to the Council's decisions on behalf of the federal government, and taking media questions. <58mn 30s>
