As with many of MacEachen's series, its files' outside dates do not correspond strictly with outside dates of offices he held - some files commence well before he took an office, or continue long after he left it. Files weave throughout the whole decade, regardless of office. In general, many of the observations and comments made above for sub-series 1 in this series hold for this sub-series 3 as well. For this reason, the archivist made the decision to subdivide this sub-series into sub-sub series, and to describe each code unit in fuller terms than in sub-series 2. Each coding element thus becomes a unit for description in its own right.

This series contains a large portion of Secretary of State for External Affairs material for the 1974-1976 period, MacEachen's first stint as the Minister of External Affairs. These documents are found throughout the coded files sub-series.
