Canada. Intelligence Commissioner : The Intelligence Commissioner is responsible for performing an independent quasi-judicial review of the conclusions reached by Ministers in issuing certain ministerial authorizations and determinations for both the Communications Security Establishment (CSE) and the Canadian Security Intelligence Service (CSIS), concerning intelligence activities before they can be carried out. The Office of the Intelligence Commissioner was created with the coming into force of the Intelligence Commissioner Act by order of the Governor in Council on July 12, 2019. Before this date, the institution was known as the Office of the Communications Security Establishment Commissioner (OCSEC). The Communications Security Establishment (CSE) Commissioner provided independent, external review of CSE activities to determine whether they complied with the Canadian laws. The Office of the Communications Security Establishment Commissioner was created on June 19, 1996. Until 2001, the Commissioner carried out his responsibilities under the authority of several orders in council, issued under Part II of the Inquiries Act. Following the terrorist attacks of September 11, 2001, Parliament adopted Bill C-36, the Anti-terrorism Act, which came into force on December 24, 2001. The bill entrenched in the National Defence Act the mandate the Commissioner had been fulfilling since 1996, as well as adding new responsibilities. With the adoption of Bill C-59, the review functions of the former Office of the Communications Security Establishment Commissioner (OCSEC) have been transferred to the National Security and Intelligence Review Agency (NSIRA).
