Title based on the following caption from the NFB Photo Story: [photo number 63367] Before Judges of the Supreme Court, and galleries crowded with Senators, high officers of state and foreign diplomats, the Governor General reads the Throne Speech outlining in both English and French the government program. Shortly afterwards (below) [photo number 65197] in the House of Commons, Mrs. Ann Shipley, of Kirkland Lake, Ont., M.P. for Temiskaming, became the first woman in Parliamentary history to launch a Throne Speech debate. Mrs. Shipley, an expert on Canada's mining industry, is one of four women members of the Commons.
