Accession consists of records created and/or maintained by the Director of Investigation and Research of the Department of Consumer and Corporate Affairs.

The accession includes, but is not limited, to records relating to the collection of evidence for a formal inquiry into the Petroleum Industry by the Director of Investigation and Research (now Commissioner of Competition) for which an application was made to the Restrictive Trade Practices Commission (RTPC). The inquiry related to the production, manufacture, purchase, barter, sale, storage, rental transportation and supply of crude oil, petroleum, petroleum producers and related products. The files found in this accession consist of working files on various areas of focus in the inquiry, such as: Condensate and Asphalt; Conventional Crude Oil and Natural Gas; Petroleum Marketing; Refining Petroleum; Petroleum and Coal Products Industries; Pipelines; Crude Oil.

Though the Director published the findings of his research for the years 1954 to 1971 in "The State of Competition in the Canadian Petroleum Industry" (published in 1981; ISBN 0660108445), the working files in this accession detail the continuation of the investigation beyond 1971. These files document the continuation of evidence gathering conducted by the Director after his report and the attempt to submit continuing evidence to the RTPC.

In addition, this accession also includes the Director's files from the hearing before the RTPC, including major decisions related to trial strategy and public relations concerning the hearing. Also found in this accession are records documenting the Director liaising with the Foreign Investment Review Agency (FIRA) on matters related to foreign investments in the Petroleum Industry, sharing evidence for FIRA cases.
