Canada. Canadian Emergency Coordinator/African Famine : Throughout the summer of 1984, drought and resulting food production emergency in north-central and east Africa had reached crisis proportions. The Canadian government decided to appoint an Emergency Coordinator for African Famine Relief on November 1, 1984 with the specific mandate "to bring priority attention to bear upon Canada's response to the food crisis in Africa, and particularly in Ethiopia" and to seek out new, extraordinary and unique methods to focus Canada's aid efforts on this problem.

The Secretary of State for External Affairs, the Right Honourable Joe Clark, with the support of the Minister of External Relations, the Honourable Monique Vezina, and the President of CIDA, Margaret Catley-Carlson, designated the Honourable David MacDonald as the Emergency Coordinator. The Coordinator was to assess the extent of the food crisis in Africa and devise methods to feed the hungry quickly. In order to assess the extent of the crisis the Coordinator and various members of his office, in conjunction with groups of federal, provincial and municipal politicians, grouped on a non-partisan basis, made five trips to different areas of Africa, to examine first hand the effects of the famine on those regions. These trips were well documented by the Office and participants.

The mandate of the Coordinator was subsequently extended beyond 31 May, 1985 until 31 March 1986, specifically to assist the Non Government Organizations (NGO's) and provincial governments in their efforts to establish or operate aid programmes in Africa.

The Emergency Coordinator was also charged with recommending the direction of future government policy concerning development aid to Africa. With this in mind the Office expended much of its later work on the establishment of the Forum Africa national conference to allow for a new platform for open discussion and exchanges of ideas among Canadians pertaining to the general problem, future directions for government policy and potential solutions.
