Joe was born at Innisfree in 1917. Joe joined the Young Communist League (YCL) when he was seventeen. He was one of ten in the group. He worked as a Co-op manager and as a gold miner in Wells, British Columbia. He was in the service from 1941-1946 as the experimental station in Suffield, Alberta.
