The accession consists of the first comprehensive transfer of data extracts from the INCUMBENT System, including Legacy data stretching back to the 1970s. Some of this material was undocumented (and proved unreadable) and other material was flawed and had to be replaced. On the whole, most extracts from the early 1980s forward proved readable and adequately documented. Data files produced during this period contain different data fields and were known by different names. See the file level control records in FINDER for records that were readable and processed. See series level scope and content note for details about the system and the structure of the records.
In general, each data extract contains Personnel information on every civil servant, by quarter or by fiscal year, together with a "Mobility" or equivalent file showing hirings, separatations and promotions, gathered by Treasury Board from various sources but principally the Pay System.
Between 1972 and 1994, the personnel information gathered by TB changed several times. The output of each succeeding version of this data was given a different name. See the file-level control records in FINDER database, under such titles as Turnover file, Master Output file, Mobility file, Population Extract file, Population Reporting file and Incumbent Master file. System documentation received from the Department.

Custodial history:

Many of the data extracts taken from INCUMBENT and transferred in this accession proved to be damaged or unreadable. Most of these for the period after 1980 were replaced. The replacement files, consistent with the procedures of the day, were each assigned a separate accession number as they arrived for registration. Thus the readable version for many of extracts covered by the date range in this accession is in fact duplicated in a subsequent accession (4 in total).
