Presentations at the International Federation of Television Archives (IFTA/FIAT) conference held in Ottawa. The second general session is entitled Social and Economic Benefits of Television Archives. It is chaired by Jean-Jacques Berard of Société Radio-Canada, Montréal. The speakers are: Sam Surratt of CBS, New York; Graham Seaton of the CTV Television Network, Toronto; Anne Hanford of the British Broadcasting Corporation, London; and Cameron Graham of the Canadian Broadcasting Corporation, Ottawa. That the archives of television broadcasters can and should constitute a valuable production resource when intelligently managed is increasingly recognized by the major networks throughout the world. Just how valuable in terms of the actual cost of production is a moot point because the contribution of the archivist in enhancing the production value of a single program cannot easily be calculated. Even less calculable are the social benefits derived from the safeguarding of an important aspect of the public record, whether it is the news and actuality broadcasts on the events of the day, or the entertainment that modifies public behaviour and condition our view of the world. As public access to these resources becomes more widespread, the social benefits for the community as a whole may far surpass the direct economic benefits for the originating broadcast organization. The next session is entitled Documentation of Television Archives for Public Use. The chair is Professor Howard Find, President of the Association for the Study of Canadian Radio and Television (ASCRT). The speakers are: Robin Woods of the Canadian Broadcasting Corporation, Toronto; David Francis of the National Film Archive, London; Robert Rosen of UCLA, Los Angeles; and Edna Palatnik, Benoliel, Rio de Janeiro. As pressure mounts on television archives to open their resources to at least limited research by outside researches and scholars, the physical arrangement and cataloguing of those resources to serve both the broadcaster and the public are being re-examined. Methods and procedures developed and adopted in public archival institutions contrast with those in use by broadcasters, and often reveal the differences in orientation and approach in the control of these resources. This is particularly true in the treatment of related documentation that provides background on the circumstances of the production and the critical reaction to the broadcast. The application of electronic data processing techniques to the cataloguing of film and videotape are proving to be one way of dealing with the vast volume of current output while imposing some measure of control on the enormous backlog representing the neglected first 25 years of television broadcasting.
