The sub-series documents the various issues Bill McKnight had to face during his mandate as Minister of Western Economic Diversification between 1987 and 1989. It contains files on Western Canada's general economic situation and main resources (including potash, uranium, grain, oil, cattle, and forest products) in the late 1980s, Western Canada's share of federal government's procurement (especially defence procurement), federal government's policy and legislation regarding Western Canada's economic development (such as the Western Grain Transportation Act), as well as mandate and main functions of the Department of Western Economic Diversification.

The sub-series contains briefing material, memorandums to Cabinet, reports of analysis, and correspondence.
