Interview of Stanley Spicer as part of a series of oral history interviews of pioneers in Canadian physical education, sport and recreation. The interview was conducted by Dr. Stewart A Davidson in Halifax, Nova Scotia on the afternoon of 24 October 1978. Spicer speaks about: early programs of physical education in New Brunswick schools; the struggle for acceptance of physical education; curriculum development; the Strathcona Trust Certificate program; facilities and equipment; professional preparation at Springfield; the expansion of the Department of Education’s influence on physical education, sport and recreation in New Brunswick; the organization and administration of the New Brunswick Interscholastic Athletic Association from its beginnings in 1926; the role of the Canadian Legion in the physical fitness testing program and the leadership training camp program; his move to the Fitness and Amateur Sport Directorate in 1966; responsibilities within the Branch; his opinions on the influence of the Branch on fitness, sport and recreation in Canada; comments and opinions on the differences between the National Physical Fitness Act of 1943 and Bill C-131, the Fitness and Amateur Sport Bill of 1961; differences and similarities between the National Physical Fitness Council of 1943-1954 and the National Advisory Council for Fitness and Amateur Sport of 1961 to the present date; the role of the National Advisory Council and its relationship to the staff of the Fitness and Amateur Sport Branch; recollections of the introduction of the undergraduate degree program in physical education at the University of New Brunswick; opinions concerning the involvement of governments in sport and recreation; his feelings and reminiscences about the Canadian Association for Health, Physical Education and Recreation (CAHPER); and his comments on professional associates considered to have made significant contributions to the profession, including: Hugh Noble; J.B. Kirkpatrick; Jack Wilkie; Ernie Lee; Gordon Wright; Dr. William Ross of Nova Scotia; Dr. Lloyd Shaw of Prince Edward Island; Dr. Doris Plewes; Joe Ross of Alberta; Bob Osborne and Maury Van Vliet. In conclusion Spicer gives his opinions on the most significant accomplishments within the profession in Canada during the 20th century, including: the development of university schools of physical education; bringing together the interests of physical education and sports groups; the strengthening of links between physical education,health and medicine; and the improvement in facilities.
