General note:

The accession consists of briefing books, including discussion papers and a small amount of loose correspondence, on various aspects of social security policy (such as family allowances, unemployment insurance, and income maintenance generally). The books were prepared for the Minister of National Health and Welfare, cabinet committees, and various federal-provincial conferences of welfare Ministers and Deputy Ministers. These records were accumulated in the office of T. Russell Robinson, Assistant Deputy Minister, Policy Research and Long-range Planning (Welfare).
