NDI is a nonprofit, nonpartisan, nongovernmental organization (funded by the USAID, i.e. CIA) that has supported democratic institutions and practices in every region of the world for more than two decades. Since its founding in 1983 by the American government, NDI, based in Washington, and its local partners have worked to establish and strengthen political and civic organizations, safeguard elections, and promote citizen participation, openness and accountability in government. The records in the Graham fonds reflect on the structure, mandate and activities of the Institute. The documents in this series consist of correspondence, notes, memoranda, print material, agendas and minutes. They reflect Graham's participation in the activities of this global organization, and his role on its executive. They demonstrate his work in promoting the ideals of the institute and the realization of democracy, particularly through fair elections, in a number of countries to which he travelled in the capacity of an observer. These countries are: Chile , Bulgaria, Cameroon, Namibia, Nicaragua, Paraguay and the Philippines, most of which were hotspots after the fall of dictators. The records reflect the nature of the task of overseeing and monitoring of elections and presenting the final reports on the Institute's actions to help promote democracy.
