NCACT members include the Canadian Taxpayers Federation, the Customs and Immigration Union and the Fédération des chambers de commerce du Québec. The report card rates the Harper govenrment in areas such as youth protection, penalties and sentencing, public education, fiscal responsibility, border security and resources for law enforcement.
