Series consists of documents prepared under the provisions of the Expropriation Act to allow the Department of Munitions and Supply and its successor, the Department of Reconstruction and Supply, to expropriate land for houses, industrial plants and transportation infrastructure during and immediately following the Second World War. The majority of the records in this series deal with the expropriation of land in Ontario, but several files contain information about the expropriation of land in British Columbia and Québec.

This series contains three different types of documents: bound notebooks containing rough drafts of surveys and calculations; envelopes containing various prints of the final versions of surveys; and files containing certified true copies of surveys with attached documents attesting to their authenticity.

The alphanumeric classification system refers to the purpose for which the expropriated land was intended to be used.

"H" documents refer to land that was intended to be expropriated for housing (overseen by the Wartime Housing Limited crown corporation);

"D.A." documents refer to land that was intended to be expropriated for various kinds of transportation infrastructure, such as airports (overseen by the Department of Transport);

"D.C." documents refer to land that was intended to be expropriated for industrial plants and factories (overseen directly by the Department of Munitions and Supply and its successor, the Department of Reconstruction and Supply).

In addition to the alphabetic prefix, each file was assigned a number corresponding to a certain city, town or township.

The records were created between 1940 and 1952 by employees of the Land Surveys Department of Canadian National Railways for the Department of Munitions and Supply (renamed the Department of Reconstruction and Supply in December 1945 after merging with the Department of Reconstruction). Some of the surveys date back as far as 1917 and appear to have been used by the Department when more recent surveys were not available, or were used for historical reference when carrying out the wartime surveys.
These surveys and other expropriation documents were subsequently used in the expropriation of land for various wartime purposes, including housing, industry and transportation infrastructure. To carry out these projects, the Department of Munitions and Supply coordinated and oversaw the activities of various other government agencies, including the Department of Transport and the Wartime Housing Limited crown corporation. The records remained at the Department of National Defence until 2011, when they were transferred to Library and Archives Canada.
