This series concerns the activities and relations maintained by Edward S. [Eddie] Goldenberg, Jean Chrétien's Senior Policy Advisor, in the period from 1993 to 2003. The Senior Policy Advisor reports directly to the Prime Minister, and advises and counsels him not only on major policy issues but on strategy, procedure and planning with regard to government business and operations. To this end he works closely, even jointly, with ministers and senior officials, and attends Cabinet meetings and committees. Lastly, he is concerned chiefly with matters and issues of national interest, most notably federal-provincial and Canada-U.S. relations.

The series sheds light on the actual PMO decision-making process, and the relations needed to ensure the efficient conduct of government business. The Senior Policy Advisor left behind an impressive quantity of records, which offer insight into motives, choices, discussions, misgivings, thought processes, and ultimate decisions to be implemented. The topics addressed are diverse, and cover a wide range of government and societal activities (i.e. industry, tourism, energy, natural resources, telecommunications, labour market, transportation, agriculture, national security, defence, environment, health, accommodation and housing, arts, sports, culture, human rights, aboriginal affairs, national unity, education, employment, science and technology, finance, economy, international affairs, government operations, federal-provincial relations, etc.).

It includes working files developed by Eddie Goldenberg and his team, which consist mainly of correspondence, personal notes, briefing notes, memos, reports, studies, submissions to the Prime Minister's Office or other federal bodies, news releases, speeches, interview transcripts, press clippings, and copies of articles.

Conservation:

The records of this series are in excellent general condition, and robust measures were taken to preserve them: all metal pieces were removed, newspaper clippings were removed and replaced with photocopies, records in a fragile state of preservation were also photocopied, etc. Lastly, records were removed from their original folders and placed in acid-free folders.

The files of this series are first classified numerically, based on the classification scheme that was used in the Office of the Senior Policy Advisor. A second set of documents is then classified alphabetically by file title.

We should point out that while most of the files of in this series belonged to a classification scheme, some of them had no classification heading. In these cases, the archivist gave the file a title and placed the title in brackets ([...]).

On the other hand, the records of the Senior Policy Advisor to the Prime Minister arrived at Library and Archives Canada (LAC) in two separate accessions. The first corresponded to files covered by the classification scheme, while the second consisted of unbound material. In processing the accession, the archivist (where possible) associated loose papers with corresponding classified files to ensure a more homogeneous set of records. However, these records were not attached to those contained in the original classified file, but rather placed in a file with the same designation and heading immediately following the original classified file. To make the distinction, the archivist placed the file heading in brackets ([...]) and added a volume number. For example:

1050 Perimeter Institute for Theoretical Physics (this was the existing numbered file)
1050 [Perimeter Institute for Theoretical Physics - Volume 2] (newly-created file containing loose-leaf items concerning the subject in the heading).

It should be noted that the Senior Policy Advisor series contains documents produced by Mitchell Sharp, Personal Advisor to the Prime Minister. The two functions seem to have areas of overlapping interest, which means the records of Mitchell Sharp are merged with those of Eddie Goldenberg and vice-versa. It is therefore a good idea to consult the two series concurrently.
