Cette sous-série contient des dossiers concernant le développement économique, social et culturel du comté de Westmorland-Kent au Nouveau-Brunswick et couvre la période allant surtout de 1979 à 1984. La plupart des dossiers traitent des initiatives de développement encouragées par le ministère de l'Expansion économique régionale, dont un certain nombre de projets de développement dans le domaine de la foresterie, du tourisme, de la construction et de la réparation des routes, des pêches, du développement d'entreprises et de la création d'emplois. Au nombre des autres initiatives de développement dont il est aussi question dans cette sous-série, mentionnons le Programme d'Aide au développement économique local, le Programme de contributions aux services communautaires et les Projets de développement communautaires du Canada.
On retrouve aussi de nombreux dossiers concernant la revitalisation du centre-ville de Moncton, le développement de la place du marché à Saint-Jean, la cale sèche de Saint-Jean, le Programme de la frégate canadienne de patrouille, la décentralisation de l'immeuble du ministère de l'Approvisionnement et des Services à Shediac, la controverse du parc national Kouchibouguac, la fermeture de la BFC Chatham et la fin de la parution du journal de langue française l'Évangéline. Un certain nombre de dossiers portent également sur des associations de groupes culturels acadiens et des projets tels que la Société des Acadiens du Nouveau-Brunswick, l'Université de Moncton et le Centre d'études acadiennes.
La série comprend un grand nombre de dossiers contenant des coupures de journaux organisées par thèmes. Ils portent sur la couverture faite par les médias des problèmes politiques, économiques et sociaux rencontrés par le gouvernement durant les années 1979-1985. La plupart des dossiers documentent les projets de développement économique au Nouveau-Brunswick, certains autres portent plus généralement sur le gouvernement fédéral et le développement économique dans les autres provinces.
Les dossiers dans cette sous-série sont constitués en grande partie de correspondance entre les membres du personnel de Roméo LeBlanc. On y retrouve également un certain nombre de notes manuscrites, de lettres et de discours rédigés par Roméo LeBlanc et les membres de son personnel. Un grand nombre de dossiers contiennent des communiqués de presse, des rapports gouvernementaux, des notes d'information, des brochures, des programmes de différentes conférences et réunions du conseil, des coupures de presse, des allocutions ou des discours prononcés à diverses occasions par M. LeBlanc et d'autres représentants officiels. Certains dossiers contiennent également des documents photographiques et des plans de différents projets de développement.
