Live coverage of the opening ceremony of the Lester B. Pearson Building, headquarters of the Department of External Affairs, on 1 August 1973, with additional commentary by Lloyd Robertson. It shows: the view from the building over the Ottawa River to Hull; the Parliament Buildings in the rain; the exterior of the Lester B. Pearson Building; a quick shot of guests inside the building; more shots of the exterior in the rain; guests arriving inside; the arrival of Queen Elizabeth II and the Duke of Edinburgh; Mitchell Sharp, the Minister of External Affairs, greeting them outside and walking along the red carpet with them, followed by other dignitaries such as Prime Minister Pierre Elliott Trudeau; close-ups of the Queen as she speaks with receiving line guests inside the building, including Mrs. Maryon Pearson, Geoffrey Pearson, Howard Green, Paul Martin and Public Works Minister Jean-Eudes Dubé; and Bill Rankin, the project officer who supervised the construction of the building. Prince Phillip is also shown speaking to guests. The Queen, Prince Phillip, Pierre Elliott Trudeau, Maryon Pearson and others go to the dais and stand while O Canada is played. Next is the Royal Salute. Then Pierre Elliott Trudeau makes a brief introduction in French. The Queen gives a speech, in French and English, about the building, its significance and symbolism, the recently-deceased Louis Saint-Laurent and Lester B. Pearson. She states that she had the pleasure of knowing Mike Pearson and talks about his work to promote "better political understanding between the nations of the world". She declares the building open and the band plays a fanfare called "Mike". The Queen, Prince Phillip, the Prime Minister, Mrs. Pearson and others leave the dais to go up to the 9th floor tower a view of the Gatineau hills. Shots of the exterior of the building and guests inside the building, including John Diefenbaker, are accompanied by more commentary by Lloyd Robertson about the building and its architecture. He also quotes from letters exchanged by Vincent Massey and O.D. Skelton in 1928 about Lester B. Pearson's abilities. This is followed by visuals of the Queen, Prince Phillip and others looking out from the terrace on the 9th flloor. The tape ends during scenes of the building exterior and voiceover commentary by Robertson. <34mn>
