This series contains documents created and/or maintained by the department of Fisheries and Oceans during the period when Romeo LeBlanc served as the Minister of Fisheries and Oceans from March 3, 1980 to September 29, 1982.

Most of the files are concerned with issues of licensing, fishing facility management, fisheries policy, and subsidy programs. For example, there are numerous files on the Small Craft Harbour Program (SCH), which was concerned with the construction, repair and management of wharfs throughout Canada. There are also several files that contain documents on the Fishing Vessel Subsidy Program (FVSP) which issued grants to fishermen for the construction of fishing vessels. There are also numerous files and documents relating to meetings held with various fisheries officials throughout Canada and several files that deal with the negotiation of fishing boundaries with other nations, especially the USA.

The files consist largely of correspondence between the minister's staff. There are only a few ministerial documents that are directly written or sent by Mr. LeBlanc but there are numerous handwritten notes and documents. Most of the handwritten notes are in the form of questions about the content of various documents or in the form of questions to his staff regarding their opinion on varioius matters. Many of the files contain press releases, government reports, transcripts of radio broadcasts, briefing notes, pamphlets, programs for various conferences and council meetings and speeches or remarks made by Mr. LeBlanc on various occasions. There are also photographic and cartographic materials dealing with various fisheries projects.
