Series begins with some files reflecting Oliver's political participation in the Rassemblement in Quebec. There are files dealing with biculturalism and the political situation in Quebec, intended to direct the NDP's policy vis-a-vis the province and biculturalism and bilingualism in Canada. Other files deal with the Founding Convention of the NDP in Montreal, and Oliver's election as Founding President of the NDP; there is correspondence here between Oliver and T.C. Douglas, Terence Greer and J.H. Aitchison. Other files address NDP policy positions on defence, medicare and foreign policy as worked out in these very first years of the party's existence. Caucus materials, the Kingston Meeting of 20 July 1962 and the Second Federal Convention of the NDP (1963) also are reflected in these files. Scattered throughout this series is correspondence between Oliver and the following - T.K. Shoyama, E. McKinnon, C. Hamilton, E.Tauer, A J. Zolle, M. Forest, A. Blakeney, S. Blum, C. Taylor, D.
