MS ("1") entitled "Premier Mémoire à presenter au très Honorable Comte Bathurst". Canada consists of all lands bordering on Newfoundland, the Atlantic Ocean, the United States, the Pacific Ocean and the north. The writer has long felt the need to subdivide his diocese, but always believed that no change could be implemented without an accord between the courts of St. James's and Rome. Recent developments and the overall needs of his diocese (one bp. for 200 priests and 500,000 Catholics; the clergy's loyalty during the last American war [War of 1812]; the favourable attitude of the Prince Regent [later George IV]) convinced the bp. to go personally to London and Rome in order to obtain from the Holy See the following plan for the subdivision of his diocese: [1] Upper Canada; [2] New Brunswick, Cape Breton Island, Prince Edward Island, Iles-de-la-Madeleine; [3] Montréal;

[4] James Bay, Hudson Bay; [5] Québec, Trois-Rivières, Gaspé (200,000 Catholics, who will remain under the bp. of Québec). The writer recalls that in 1817 London and Rome agreed on the appointment of [A.] McDonell and [A.B.] MacEachern for areas no. [1] and [2] [see Acta 039]. The writer now suggests that areas no. [3] and [4] be entrusted to Lartigue and Provencher, both born as British subjects, who will ultimately remain under the jurisdiction of the bp. of Québec.
