ALS. The writer acknowledges the addressee's letter of 28 July [1821; see Lettere 123] re the attitude of the British government on the erection of the diocese of Montréal. He reports that Goulburn, Bathurst's [Under-]Secretary, met with him in February [1821] and showed his displeasure at the fact that Plessis's promotion to abp. and Lartigue's consecration as bp. of Montréal [on 21 July 1821] (as reported in a pamphlet printed in Montréal) ran contrary their agreement, which only called for the appointment of four vicars general with episcopal title and of no abp.. The writer's explanation satisfied both Goulburn and Bathurst, and Dalhousie was satisfied by Plessis's explanation, as reported in a letter from Plessis [to Poynter] of 26 June [1821], received by the writer four days before [17 August 1821].

The writer believes that the bishopric of Montréal cannot be erected, because the erection cannot be performed without the government's knowledge, and its consent cannot be obtained. PF S. Re PF's answer of 29 September 1821 [see Lettere 126].
