PM. Ponenza [prepared for the CG of 22 December 1806]. Plessis, bp. of Québec, sent a M [of 20 August 1806; see SOCG 032] in which he mentions that his predecessors always charged small fees when granting marriage dispensations. According to the bp., two decrees of PF, dated 22 April 1793 [see Calendar 1622-1799, II 227] and 10 September 1803 reduced these fees to next to nothing. They are, however, most necessary, [1] for ecclesiastics and hospitals, [2] to show that former bp.s were entitled to them, [3] not to be inundated with applications. Plessis asks to be permitted to charge small fees from everybody, not only from the wealthy, on the understanding that money will always be used for pious purposes.
