Newsreel footage shot in Ottawa, Ontario of the signing of the St. Lawrence River Waterway Pact by Prime Minister William Lyon Mackenzie King and U.S.Ambassador to Canada, Jay Pierrepont Moffat, representative of President Franklin Delano Roosevelt. It shows: the Peace Tower and a a Parliament Hill streetlight covered in icicles; more shots of the Parliament Buildings; Jay Pierrepont Moffat signing; Mackenzie King signing; group shot of the signatories and officials; close-ups of the treaty; more shots of the signing; and an aerial view of part of the international section of the St. Lawrence River. The footage of the St. Lawrence shows aerial shots of snow-covered shoreline, some houses and other buildings, and parts of the waterway identified by the following intertitles: “Main channel. Dickinson’s Landing. Head of Cornwall canal [sic], from Canadian shore. Flying upstream.” and “Main channel. Dickinson’s Landing. Wagner Island from Canadian shore. Flying upstream.” <4mn 28s>

1. Source of subject descripton is Associated Screen News Caption Sheet, which lists the cameraman only as "Associated Screen News" and says the footage is silent.~2. The caption sheet indicates that 415 feet of film was shot and that all the newsreel companies covered this story.~3. The majority of the roll is made up of cuts followed by the completed edited Canadian Edition.~4. Printed into the leader it reads, "Churchill Arrives in Canada" which does not appear on the roll.~5. There are English inter-titles in the cuts portion of the roll identifying the aerial shots of the waterway.~6. There are no titles or credits on the film.
