She introduces Andrée Champagne, the Minister of State for Youth, and outlines Champagne's new responsibilities in view of the high priority the government is placing on job creation and job training for youth. Both ministers cite statistics on youth unemployment; note that provincial governments, the private sector and youth orgnizations should become more actively involved in planning for youth; announce that the federal government will establish a private sector advisory group; and describe a new program called "Innovations".
