Royal Commission on Newfoundland Finances (Canada) : The Royal Commission On Newfoundland Finances was established under Order in Council (P.C. 257, 21 February 1957) under Part I of the Inquiries Act (R.S.C., 1952, c.154) and on the recommendation of the Prime Minister. The Commission was mandated to inquire into the financial position of the Province of Newfoundland and to recommend the form and scale of additional financial assistance, if any, that may be required by its government to enable it to continue public services at the levels reached subsequent to the Union, considering Newfoundland's capacity to pay and without resorting to taxation more burdensome than that prevailing in the provinces of Nova Scotia, New Brunswick and Prince Edward Island. The Commissioners were John Babbitt McNair, Chairman; Albert Joseph Walsh and John James Deutsch. The Secretary was A. Sinclair Abell.

The Royal Commission on Newfoundland Finances was established as of a consequence of Section 29 of the agreement of 11 December 1948, known as "The Terms of Union of Newfoundland with Canada" (which resulted on April 1, 1949, in the incorporation of Newfoundland as the 10th province of Canada). Section 29 of that agreement provided that:

"In view of the difficulty of predicting with sufficient accuracy the financial consequences to Newfoundland of becoming a province of Canada, the Government of Canada will appoint a Royal Commission within eight years from the date of Union to review the financial position of the province of Newfoundland ..." Order in Council (PC 257, 21 February 1957.)

Hearings of the Commission were held in St. John's from 22 July to 2 August 1957 and in Ottawa on 7 and 8 October 1957. The commission received from the Government of Canada, the Government of Newfoundland and the Newfoundland Board of Trade. RG33-38 General Inventory
