Suggests that: 1) Firms should not be allowed to change the quality of goods while maintaining the cost. 2) Rent controls must also be established. 3) Wholesalers must be made to maintain the quality and quantity of their shipment. 4) Wage ceiling should be lifted to allow workers to combat the rising cost of living.
