This accession consists of operational registry files from the Human Resources Management Branch, dating from 1943 to 1991. The majority of the records derive from the organizational unit known as the Personnel Policy Branch which operated from 1966 to the early 1990s. The records incorporate reports, minutes of meetings, correspondence, memoranda, briefing books, formal authority documentation, manuals, guides, and supporting reference material. These operational registry files cover most of the subjects associated with human resources management (except official lanaguages and most aspects of the staffing sub-function). The functions and activities in this accession are arranged in a subject basis. Subjects most closely covered include: human resources policy, preparation and review of acts and legislation, incentive and awards programs, Personnel Policy Manual, work environment, conditions and benefits of work (including conflict of interest, foreign service, isolated pay, locally engaged staff, travel), terms and conditions of employment (including personal harassment), occupational safety and health and quality of work life, National Joint Council (appearing in relation to various activities), job classification, compensation and pay, pay equity, the Executive Group, leave, hours of work, training and development, pensions and superannuation, health, income protection and other insurance benefit programs, payroll deductions, employment and staffing, staff relations (including disputes and strikes, grievances, negotiations), employment equity (including programs at crown corporations), Day Care, Workforce Adjustment, personnel data system applications (including the INCUMBENT system), human resources planning, and reports on departmental human resources programs and performance.

Textual records: These records are in one foot boxes and foldered in files that are not acid free. However, other aspects of National Archives containerization and preservation standards have all been met. Treasury Board did not fully meet our one inch maximum file size but broke pockets larger than three inches down to 2-3 inch files. NOTE, as their automated RDIMS system will not permit them to break down files with the same codes into different parts (as per our specifications), TBS renumbered the broken down pockets using their existing system (i.e. looking at the list, you cannot tell which pockets were broken down.) Note also the advice of the portfolio archivist that the TBS compromise of 2-3 inch file maximums is sufficient protection from a conservation perspective for these files, which are not high reference usage files. Because of the extra level of processing done within the department prior to shipping, this accession is logically a candidate for priority processing among other Treasury Board accessions.
