McArthur, President of the Progressive Conservative Association and former president of the Dairy Farmers of Canada. Mr. McArthur explains the precarious financial situation of Western farmers. As the narrator describes the problems farmers face, the film switches to an extended animation sequence of Farmer Brown, intercut with various graphs demonstrating the points being made by the narrator, among them the fact that proces for farm produce are too low. While farmers represent (in 1941) 30% of the population, they receive only 15% of the national income.
