Coverage begins with a changing of the guard ceremony on the Hill. Francis Fox, Secretary of State is interviewed but there is no audio for the interview or the hosts. Only the sound of the changing of the guard ceremony is heard. Governor-General and Mrs. Schreyer arrive to inspect the guard and receive the twenty-one gun salute. Prime Minister Trudeau arrives. Francis Fox speaks from the stage microphone, which is working, greeting all and explains that it is an historic occasion because O Canada is to be proclaimed the official Canadian National Anthem. Fox speaks in English and French without translation. Governor-General Schreyer then signs the proclaimation to the blare of trumpets. The proclaimation is then read in English and then French.
