La série se compose de dossiers du bloc 3 du système de classification de dossiers du sous-ministre. Les documents renvoient aux activités de la Direction de l'Immigration entourant le sous-ministre, datant principalement de 1947 à 1967. Ces dossiers sont organisés par codes-matière dans un système duplex-numérique. Vers 1959, cette série de documents provenant des dossiers a été montée dans le Bureau du sous-ministre du nouveau ministère de la Citoyenneté et de l'Immigration pour les documents ayant trait aux activités et aux responsabilités du sous-ministre. Ces documents complètent ceux des diverses directions spécialisées du ministère et double jusqu'à un certain point. Toutefois, les dossiers du sous-ministre contiennent surtout de la documentation de nature plus politique ou concernant la politique à suivre à un niveau plus élevé que ceux qui se trouvent dans les dossiers de la Direction. Le système de classification du sous-ministre a été sous-divisé en huit blocs environ, y compris un bloc général et sept autres pour chacun des programmes les plus importants gérés par le Ministère comme suit : Bloc 1, administration ministérielle et généralités (RG26-A-1-a); Bloc 2, citoyenneté (RG26-A-1-b); Bloc 3, immigration (RG26-A-1-c); Bloc 6, affaires indiennes (RG22); Bloc 8, main d'oeuvre (RG26-A-1-d).
La plupart des documents de cette série sont des dossiers-matière sur les sujets suivants : politique en matière d'immigration; lois et règlements; comités du Cabinet, comité parlementaires, inter-ministériels et ministériels sur l'immigration; administration et organisation présente et passé de la Direction de l'immigration (y compris les bureaux locaux canadiens, les bureaux à l'étranger et l'administration centrale) et de la Commission d'appel de l'immigration; relation du programme avec d'autres ministères fédéraux (principalement les ministères du Travail, de la Main-d'oeuvre et de la Santé et du Bien-être social), gouvernements provinciaux, organisations nationales et internationales et groupes d'action spéciaux; participation aux conférences et autres événements particuliers; sécurité en matière d'immigration et exécution des politiques et des procédures tel que les ententes pour les examens de l'étape B (en général et dans certains pays), le Programme de déclaration de rectification de statut, entrées clandestines et autres irrégularités, groupes radicaux et crimes organisés; statistiques en matière d'immigration, publicité et renseignements, traitement de groupes particuliers, y compris les réfugiés, les entrepreneurs, les enfants, les sujets d'un pays ennemi, les groupes ethniques et groupes nationaux particuliers et les catégories de métier particulier, de profession et d'emploi.
Il y existe également des dossiers portant sur l'administration du Programme d'immigration, y compris la sélection professionnelle, les services et la documentation, les examens médicaux et de sécurité, l'établissement, l'emploi et services d'assistance sociale à l'arrivée des immigrants, le transport et services d'indemnité de passage ainsi que la négociation des services offerts par les organisations non-gouvernementales. Les documents les plus importants qui renvoient aux politiques et à la sécurité (1947-1972) se retrouvent, presque exclusivement, dans les volumes 161-170.
Un petit nombre de dossiers de cas spéciaux sur les personnes dont la présence peut prêter à controverse et pour lesquels le statut d'immigrant a été examiné à des niveaux supérieurs au sein du ministère (datés de 1932, 1947-1967) se trouvent dans les volumes 172-173. Ceux-ci comprennent des dossiers sur les communistes Reid Robinson, Sam Carr et Fred Rose, sur l'appel contre l'expulsion faites par Irene Rebrin à la Cour suprême, 1959-1966, sur le cas d'une demande d'un simple citoyen voulant parrainer une famille de réfugiés, 1959-1960 et sur un cas touchant à une demande frauduleuse pour des passeports canadiens dans les Antilles, 1960-1961.
La majeure partie des documents dans cette série ont été créés au sein du ministère de la Citoyenneté et de l'Immigration entre 1949 et 1966. Toutefois, ces dossiers englobent des documents remontant à 1929-1949 des ministères précédents. Ces dossiers renferment également quelques documents datant d'entre 1966-1972, créés au sein du ministère de la Main-d'oeuvre et de l'Immigration.
