Accession consists of operational registry files composed of reports, minutes, correspondence, memoranda, and special research studies created or acquired by the Bureau of Real Property, 1985-1991 in its efforts to reform the administration of real property across the federal public sector. The activities documented in this accession concentrate on the portfolio management functions of capital projects, custody, land management reviews, area screening studies and inventory planning. The coverage applies to program departments, Crown Corporations, agencies with special mandates in relation to real property assets and common service providers (primarily Public Works and Government Services and its antecedents).
The main activities of the real property function performed by Treasury Board Secretariat and the Bureau of Real Property include enforcement of accountability in relation to the use of real property by all federal government custodians (including Crown Corporations), the development of policy, regulations and legislation, the strategic management of the government's real property portfolio, strategic studies for inventory planning and custody assignment and the regulation of the government-wide real property services of Public Works in such areas as accommodation, real estate and building management, and architectural and engineering consultation.
The records created by real property management functions provide a comprehensive inventory of real property holdings and critical evaluations of how real property has been used. The specialized registries for real property arrange these substantive studies on a regional and a departmental basis. Finally these records provide a complete picture of the mechanisms, programs and structures by which the regulatory function is exercised in the federal government since approximately 1970.
