Thomas Askew, a senior policy analyst responsible for drafting a white paper outlining the federal government's position on the sovereignty-association movement in Quebec, is killed in an unexplained car crash and the only copy of the white paper is destroyed in the resulting fire. Through a series of anonymous callers to a Montreal radio talk show, we learn that Askew advocated that all regions of Canada should negotiate sovereignty-association with their equivalent economic regions in the United States, resulting in a Canadian political structure consistent with its economic structure.
