The afternoon session is a continuation of the morning panel on "The Canadian Experiment: A Québec Viewpoint" and consists of an address by Marcel Faribault, president of General Trust of Canada. Faribault speaks in French about Québec and proposes articles of a new Canadian constitution. Dr. William L. Morton gives a brief rebuttal to comments made about his paper on "The Conservative Principle in Confederation" followed by an open discussion dealing with topics such as: the monarchy; special status for Québec; Columbia River Treaty in British Columbia; amendments to the constitution.
