This file contains correspondence between the Department of National Defense, Air Services and the Department of Marine and Fisheries requesting technical expertise and advice on proposed revisions to Annex G of the International Convention for Air Navigation related to the interchange and dissemination of meteorology information in connection to air transportation; resolution 483 relating to measures to enable aircraft to recognize the nationality of ships at sea, and amendments to Annex D relating to the application of maritime regulations applied to aircraft maneuvering over water.

The International Commission for Air Navigation operates under the International Convention for Air Navigation which was drawn up at Versailles in 1919. The convention provides for the uniform code of conduct of international flying and makes provision for the registration and marking of aircraft, licensing and certification, and airworthiness.

During the First World War there had been tremendous development in the science and practice of aviation but no corresponding development for use in civil practice. The Convention established international agreements under which a code of air laws and regulations could be developed. Canada was represented on the sub-committee of the Peace Conference which drafted these conventions. The International Commission for Air Navigation was established under Chapter 7 of the convention. The Commission is responsible for receiving and making proposals for the amendments of provisions in the convention, to carry out duties imposed in the articles of the convention and the annexes, and to give its opinion on questions which states may submit for examination. The International Commission meets regularly throughout the year. As a contracting state, Canada is entitled to representation on the commission.

The Department of National Defence, Air Services Branch (later renamed the Civil Aviation Branch) was responsible for civil, commercial and government air operations in Canada from 1923 to 1936.

Meteorological Service and the Dominion Meteorologist fell under the administration of the Department of Marine and Fisheries (later renamed the Department of Marine) until 1936.
