Series consists of central registry files created and/or maintained by the Unemployment Insurance Commission. The records in this series provide information on the early years of the Commission and its life within the Department of Labour. These records pertain to insurance coverage of such groups as nurses, Canadians employed in the United States, merchant seamen, etc. There are also files dealing with questions of exempted employment in certain industries under the legislation, including lumbering and logging, agriculture, government employees, fishing, armed forces, hospitals and charitable institutions, as well as students and teachers.

Canada. Unemployment Insurance Commission : In some sense the successor of the Unemployment Relief Commission, the Unemployment Insurance Commission (created in 1940) reported to the Minister of Labour from its birth until 1965. Under Order in Council (P.C. 7994, September 4, 1942) the Minister of Labour became fully and formally responsible for the Unemployment Insurance Commission "without prejudice to the autonomy and continuity of the Unemployment Insurance Commission" and "shall in cooperation with the Unemployment Insurance Commission administer the Unemployment Insurance Act, 1940, along with the administration of the National Selective Service Regulations, 1942 ..." Under this Order in Council the Unemployment Insurance Commission became a branch of the Department of Labour to be known as the Employment Service and Unemployment Insurance Branch and a commissioner of the Unemployment Insurance Commission was chosen to head it.

The Unemployment Insurance Commission was transferred from the Department of Labour to the Department of Manpower and Immigration in 1966. Under a major revision and expansion of the Unemployment Insurance Act (19-20 Eliz. II, c.48, 23 June 1971), the Minister of Labour continued to report to Parliament for the Unemployment Insurance Commission although the Commission itself operated separately from the Department. In 1972 the Minister of Manpower and Immigration was finally made wholly responsible for the Unemployment Insurance Commission and the Department of Labour's thirty-one year association with the Commission came to an end (P.C. 1972-155, 28 January 1972).
