The documents in this sub-series consist of books, bound in soft blue covers, prepared for the minister by his exempt staff, for all his official meetings of any sort: luncheon meetings; formal dinners; telephone meetings/conferences; inaugural events and openings; conferences; signing ceremonies; interviews; personal meetings with representatives of foreign governments and private organizations (environmental groups, businesses and industrial associations); and personal meetings with cabinet colleagues and with caucus committees.

Each book consists of an agenda/itinerary, background briefing material, issues for discussion, talking points for the minister and other relevant material. Some books have additional manuscript annotations made during the course of meetings.

All major environmental issues are captured here. Government environmental policy and programs are also thoroughly reflected in this sub-series, as well as the Mulroney government's inter-governmental activity in the area of the environment (co-operation with the provinces, seeking common policy with the United States on cross-border environmental issues and global environmental cooperation with various foreign states and global co-ordinating bodies).

It should be noted that some meetings for which books were prepared did not take place; in such instances this is indicated on the book's title page.
