La série est constituée de documents créés et conservés par le Commandant du NCSM Montcalm; elle comprend aussi des documents créés et conservés par l'Officier de Marine responsable - Québec. Les documents illustrent l'ensemble des activités opérationnelles et administrative effectuées sur cette base entre 1942 et 1961.
La demi-compagnie de Québec de la Réserve volontaire de la marine royale canadienne (RVMRC) a été mise sur pied le 16 avril 1923, quelques mois après la constitution de la RVMRC. La première soirée d'exercice a eu lieu le 8 mai suivant. À l'automne de 1935, la demi-compagnie de Québec est devenue la division de Québec de la RVMRC. La division a été armée le 1er novembre 1941; elle est alors devenue le MONTCALM et a emménagé dans les locaux de ce qui a été le Québec Winter Club.
Pendant la Seconde Guerre mondiale, la division a été le centre de recrutement de la MRC dans la région de Québec. Un total de 1474 officiers et matelots s'y est alors enrôlé.
La division de Québec a assumé d'autres tâches lorsqu'elle s'est chargée de l'instruction et de l'administration d'un corps de cadets en mars 1943 et du soutien de la Division universitaire d'instruction navale, rattachée à l'Université Laval, à l'automne de la même année.
À la fin de la guerre, la division a commencé à délaisser le recrutement et l'instruction pour passer à la démobilisation. Le commandant du MONTCALM a de surcroît été nommé officier responsable de la base de contrôle naval de Québec.
Le MONTCALM a pris possession de ses locaux actuels le 22 juin 1947, continuant à donner des cours de matelotage, de communications et d'artillerie et des cours de guerre antisous-marine. Un premier groupe de femmes a été recruté en 1951 et l'unité a dispensé le premier cours donné en français au nouveau centre d'instruction élémentaire de Québec en 1952.
Depuis, le MONTCALM est un centre d'instruction de la Réserve navale canadienne. L'unité accomplit depuis quarante ans chacune des tâches qui lui ont été assignées. De nos jours, le MONTCALM fournit du personnel à divers navires du Commandement maritime mais a surtout pour mission de fournir en personnel qualifié des équipages de navires, ainsi que des équipes de défense portuaire et côtière et de contrôle naval de la navigation commerciale. Ses locaux sont situés dans le complexe naval de la Pointe-à-Carcy depuis 1995.
