Series consists of the first report (48 pages) of the Quebec Landmark Commission appointed by George Garneau, Mayor of Quebec. The commission was to act as an advisory board on matters relating to the preservation of historic buildings and landmarks in Quebec City. From this body came the impetus to preserve the historic battlefields. This report was filmed in 1971 from the original in the possession of the National Battlefields Commission.

Quebec Landmark Commission : Stimulated by the plans of Sir George Garneau, then Mayor of Quebec City, and the enthusiasms of Lord Grey, the Governor General, a movement began in 1907 to commemorate the tercentenary of Quebec in some permanent way. It was decided that the site of the Battle of the Plains of Abraham between Wolfe and Montcalm (1759) and the Battle of Ste. Foy between Lévis and Murray (1760) should be preserved as a national park. In 1906, these "national battlefields" were covered with factories, a jail, a skating arena, buildings of several religious orders, militia quarters, and private residences. The intent of Garneau's committee, The Quebec Landmark Commission, was to purchase, expropriate, or receive as donations the many blocks of land and unite these to form a National Battlefields Park.
