Series consists of records created by the Bureau of Real Property Management which provides a comprehensive inventory of real property holdings. They also provide critical evaluations of how real property has been used and they arrange these substantive studies on a regional and a departmental basis. Finally, these records provide a complete picture of the mechanisms, programs and structures by which the real property management regulatory function is exercised in the federal government since approximately 1970. The records are confined to the Treasury Board Advisory Committee on Federal Land Management in the years before the major reforms. These records also document the activities of interdepartmental committees on real property, the federal land sales program, policies of outside bodies relating to buildings and offices, inventory planning, and land management of the Canadian National Railways, the National Capital Commission, and Environment Canada.

Real Property Management : The separate Bureau of Real Property Management was set up in 1986 and carved out of functions performed at least in part by the Administrative Policy Branch from 1970. The aim of a separate semi-autonomous agency was, on the model of the Crown Corporations Directorate, to provide a focus for a more systematic approach, in this case, to the administration of Federal Government land holdings across the country. At the time that the bureau came into existence, there was no comprehensive inventory of all Federal Government holdings anywhere. Quite literally nobody knew the full scope of what the government actually owned. The Bureau was responsible for the development of real property policies and the creation and maintenance of a comprehensive inventory of property holding. The Bureau advised the Treasury Board on property acquisition and disposition, long term real property capital plans, major capital projects, and issues of the most appropriate custody of property vested with central service agencies or program departments and agencies. In 1991 the Bureau of Real Property functions were reintegrated into the Administrative Policy Branch. In the fundamental shift in assumptions about public sector governance thereafter, the main components of the Administrative Policy Branch were redistributed in a radical reorganization of the TBS circa 1995 and the Real Property Management function was integrated into the common enhanced accountability framework that operated through the revised expenditure management system and the integrated Comptrollership Branch. It was one sector of this latter Branch that continued to lead in the related areas of risk; procurement and asset management policy; contract policy; project, materiel and risk management, and real property management.
