Management Improvement Branch : The Management Improvement Branch was one of the three principle components of the newly created Treasury Board Secretariat when it achieved a separate departmental status from the Department of Finance in 1966. The antecedents to this functional branch are those divisions of Treasury Board that had dealt with administrative regulation, contracts and research. The Branch reflected a centralized planning approach philosophy and was responsible for researching and implementing methods of measuring and improving productivity. The full scope of its mandate included government organization, financial management, budgetary systems, internal management information systems, equipment, operations research, contract policy, operational audit, and electronic data processing. The Branch performed a significant research and policy review function as well.

In 1970 the Management Improvement Branch was split into two parts. The research, planning and program effectiveness evaluation activities were constituted in a new Planning Branch while the regulatory functions related to administrative procedures related to such matters as real property, contracting, financial management became the focus of the Administrative Policy Branch, the former evolving into the Office of the Comptroller General in 1978 and the latter surviving as a distinct organizational entity within the Treasury Board Secretariat until 1995.
