Series consists of the files of the Assistant Deputy Minister responsible for Forests (later Lands, Forests and Wildlife), a position held by Dr. Malcolm L. Prebble consecutively within the Forestry Branch of the Department of Forestry and Rural Development (1965-1968) and Department of Fisheries and Forestry (1968-1970), and finally the Lands, Forests and Wildlife Service of the newly-formed Department of the Environment (1971-1974).

Prebble had previously held a position as Director of the Forest Biology Division of the Department of Agriculture (part of the Research Branch) and its successor the Forest Entomology and Pathology Branch. As such, many of these files include records brought forward from files originally opened under by the predecessor organizations.

The subject matter of the files created while Prebble was in charge of the Forest Biology and Forest Entomology and Pathology Divisions relate to research on insects and tree diseases. The subject matter of the files from after 1965 when Prebble became ADM relate to federal-provincial agreements, departmental policy and planning, and liaison with other government bodies and private agencies.

Prebble, Malcolm L. (Malcolm Lawrence), Dr., b. 1909 : Dr. Malcolm L. Prebble was Director of the Forest Biology Division from 1952 until the division's move to Forestry, upon which he became Director of the Forest Entomology and Pathology Branch. In 1965, Prebble was promoted to Assistant Deputy Minister (ADM) of Forestry in the Department of Forestry and Rural Development, and he remained ADM responsible for the forestry component of the Department of Fisheries and Forestry. He became ADM in charge of the Lands, Forests and Wildlife Service of the newly-formed Department of the Environment in 1971, and remained in that position until his retirement in 1974.
