Additional Manuscript 15903, which is part of the William Upcott Collection purchased by the British Library in 1846, consists of a collection of letters and papers, mostly original, relating chiefly to the County of Norfolk, and, generally, to public events, between 1557 and 1732. In 1931, the National Archives of Canada transcribed a small excerpt from a letter "from a Neapolitan Gentleman." The excerpt consists of part of an essay or report addressed to "Your Lordships" [perhaps the lords of Trade and Plantations] by a person who describes himself as formerly being "Proprietary and Governor of New Jersey," who was almost certainly Dr. Daniel Coxe, F.R.S. (1640-1730).

Coxe, Daniel : Dr. Daniel Coxe, F.R.S. (1640-1730), of London, England, studied medicine at Cambridge and became one of the physicians of Charles II and of Queen Anne. He was a writer on chemistry and medicine as well as on colonization. He speculated heavily in colonial proprietary rights and acquired interests in West Jersey, 1684, and in East Jersey, 1686. By purchase of land from the heirs of Governor Edward Billinge, he was nominally governor of West Jersey from 1687 to 1692, when he sold the greater part of his proprietary. By 1698 he had procured the assignment of Sir Robert Heath's patent to Carolana (which included Norfolk County, Virginia) and the English rights to the Mississippi Valley west of the Carolinas. He made a number of efforts to promote settlements on the Mississippi and in Virginia and collected a large body of documentary information on colonial travels and explorations.
