Series consists of textual files and video recordings concerning operational activities during Kaplansky's careers with the Canadian Labour Congress (CLC), the International Labour Office (ILO), and the Department of Indian and Northern Affairs (DINA); other organizations in which he participated; and subjects and issues of interest to him. The operational files consist of correspondence, reports, policy statements, and memoranda accumulated while working for the CLC, the ILO, and DINA; records concerning numerous conferences Kaplansky attended are also included. The subject files contain source material on numerous subjects, such as human rights, employment, education, immigration, labour and labour legislation, foreign aid and economic development.

Also included are correspondence, minutes, and other materials relating to the various labour groups, committees, councils and boards of which Kaplansky was a member, including the International Typographical Union, the Trades and Labor Congress of Canada, the Jewish Labour Committee, the Canadian Civil Liberties Association, the Douglas-Coldwell Foundation, the Economic Council of Canada, the Board of Governors of Carleton University, and the Overseas Institute of Canada.
